Preamble
Within the course of history, mankind has deemed it necessary to seek out those with like minds and interests with which to congregate. With
this resolve we have formed a group of individuals with the purpose of partaking of the animation and sequential art of Japan, and raise community
awareness thereof. In this we establish and ordain this constitution of the Japanese Animation and Manga Society of the University of North Carolina
at Charlotte.
Article I: Nomenclature
The official name of this organization shall be: The University of North Carolina at Charlotte-Japanese Animation and Manga Society, herein after
referred to as UNCC-JAMS.
Article II: Purpose
1. To promote anime and manga as legitimate forms of art and entertainment in the university community and beyond.
2. To promote readership and related activities to said genres.
3. To participate in campus-wide events in accordance with the guidelines established by the Rechartering Act.
4. To protect the rights of its constituency.
Article III: Membership and Dues
Section 1: Membership
The Membership of UNCC-JAMS shall be available to all interested parties in the UNC Charlotte community and the Charlotte area, provided that the
membership remains at least 50% students, in accordance with the Secondary Status requirements. Membership will not be restricted on the basis of
gender, race, sexual orientation, national origin, religion, or physical or mental ability. Membership is divided into two categories: regular
member, and member in good standing. To qualify as a member, it will be required of the individual to appear and participate in at least five
meetings per semester and pay dues as stated in Article III, Section 2. To qualify as a member in good standing, it will be required of the
individual to appear and participate in at least fifteen meetings in addition to the qualifications for becoming a regular member.
Section 2: Dues
1. UNCC-JAMS shall require a minimum of two dollars ($2.00) per semester, (including summer) in dues from each of its members. UNCC-JAMS will
accept any voluntary contributions in excess of the mandatory dues.
2. UNCC-JAMS reserves the right to raise the mandatory dues when the executive council and the membership-at-large deems necessary.
Article IV: The Executives
The Executive Council shall consist of the following officers:
1. President
2. Vice-President
3. Secretary/Treasurer
4. Archivist
5. Publicist
6. Acquistitionist
7. Financial Consultant
Article V: Duties of Officers
Section 1: President
It shall be the duties of the President to call and preside at all meetings of UNCC-JAMS, to represent UNCC-JAMS in dealings with the faculty,
administration, and the student legislature of UNC Charlotte, and to call and lead any necessary executive meetings.
Section 2: Vice-President
It shall be the duties of the Vice-President to assume the duties of the President in the event of either his absence or incapacity, to serve as
successor to the President should the President become unable to complete his term of office for anyreason, excepting his impeachment and
removal from office by that purpose, and to plan for and chair any committee deemed necessary by the Executive Council and membership.
Section 3: Secretary/Treasurer
It shall be the duties of the Secretary/Treasurer to record the minutes of all UNCC-JAMS at large meetings and all executive meetings, to keep
record of attendance, and to maintain an accurate record of UNCC-JAMS expenditures.
Section 4: Archivist
t shall be the duties of the Archivist to keep detailed records of the contents of the video library and all equipment owned by UNCC-JAMS, to
keep and maintain the video library and all equipment owned by UNCC-JAMS, to allocate the use of the library and equipment as deemed necessary
by the membership and Executive Council, and to duplicate tape requests by members and return them in a timely fashion.
Section 5: Publicist
It shall be the duties of the Publicist to maintain the UNCC-JAMS Webpage, to produce the UNCC-JAMS newsletter, to maintain schedules, and to
work with special projects such as flyers, booklets, etc.
Section 6: Acquisitionist
It shall be the duties of the Acquisitionist to acquire new titles for the video library, to suggest and procure new equipment as deemed
necessary by the membership and the Executive council, and to be the UNCC-JAMS representative to other anime clubs.
Section 7: Financial Consultant
It shall be the duties of the Financial Consultant to keep detailed records of UNCC-JAMS monetary transactions and to assist the Treasurer
in maintaining UNCC-JAMS funds.
Article VI: Election of Officers
Section 1: Election Meetings
Elections shall be held at the third at-large meeting of each fall semester. A majority vote of members present, shall be necessary for
the election to any office of UNCC-JAMS.
Section 2: Terms of Office
The term of office for all officers of UNCC-JAMS shall be one academic year, after which time a new election shall be held. Any UNCC-JAMS member
may serve an unlimited number of consecutive terms for any office. The offices of President, Vice-President, and Secretary/Treasurer must be held by
current enrolled students of UNCC. These officers can hold no other office.
Section 3: Procedures for Elections
Election procedures, as well as all other procedures of UNCC-JAMS shall conform to those outlined in Robert's Rules of Order (Revised). This
includes the provisions for the adoption of By-laws.
Article VII: Impeachment of Officers
Section 1: Justification for Impeachment
Any officer of UNCC-JAMS shall be subject to impeachment and removal from office if he or she fails to faithfully perform the duties of his
or her office as outlined in ARTICLE V, Sections 1-7, of this Constitution.
Section 2: Methods for Impeachment
Any UNCC-JAMS member may motion for impeachment votes from the membership-at-large. A two-thirds majority vote of existing membership shall
be required for the passage of such a motion.
Section 3: Impeachment Trial
The subject(s) of impeachment shall be notified of the impending action and must have the reasons for such action outlined in writing, not more than
twenty-four hours after the adoption of the impeachment motion. At this time, all powers of office and authority shall be suspended until such time
as the trial is resolved. The impeachment trial shall be held not more than two weeks from the date of the vote to impeach, at which time, both the
complainant(s) and the defendant(s) shall be given an opportunity for the presentation of their complaints and defense respectively.
Section 4: Removal from Office
A two-thirds majority vote of existing membership in favor of removal from office of the subject(s) of impeachment by the membership-at-large of
UNCC-JAMS, shall result in the immediate discharge from office of the subject(s) of impeachment, and loss of all membership privileges.
Section 5: Successor(s)
In the case of removal from office by impeachment process, a new election shall be held to fill the vacancy(ies) created, at a mutually agreeable
time to the UNCC-JAMS membership-at-large, not to exceed two weeks. A majority vote of members present shall be necessary for the election to the
vacated office(s).
Article VIII: Executive Assistants
Section 1: Nominations
The Executive Council has the power to nominate any individual member as an assistant to one or all of the executives (President, Vice-President,
etc.).
Section 2: Appointment/Election
At the time of nomination, during the Business Meeting, the membership-at- large will agree on whether to have a blind election, an open oral vote,
or allow the Executive Council to appoint the individual (provided that the individual accepts the nomination). If any objections are expressed
about appointment, there must be an immediate blind vote.
Section 3: Responsibilities
The role of assistant is dependent on what the executive(s) want done. It is left to the executive in charge of the assistant to provide
responsibilities.
Section 4: Term of Office
The Assistant will hold the office until the Executive Council decides to remove him or her from the position, or the end of the academic year,
whichever comes first.
Article IX: Amendments
Section 1: Proposition of Amendments
Amendments to this Constitution may be proposed by a majority of the membership-at-large of UNCC-JAMS, or may be proposed by the Executive
Committee of UNCC-JAMS. A vote of the membership-at-large shall be taken on the proposed amendment within one month of the proposal.
Section 2: Necessary Votes
A two-thirds majority vote of the membership-at-large in favor of the proposed amendment shall result in that amendment becoming a part of this
Constitution.
